PACE and Belarus

 Strasbourg, 02.07.2009 - The President of the Parliamentary Assembly of the Council of Europe (PACE), Lluís Maria de Puig, has expressed deep concern about the death sentence passed on a young man in Belarus on 29 June. "The death penalty is a flagrant violation of human rights. It does not serve, but denies justice. No crime could justify it. This is why the Assembly asked its Bureau on 23 June not to lift the suspension of the Belarus Parliament's special guest status until such time as a moratorium on executions has been introduced by the appropriate Belarus authorities," he said.

The Parliamentary Assembly to the Council of Europe (PACE) has granted Special Guest status to Belarus with the intention of strengthening ties - provided Belarus makes positive changes in the area of human rights.

Strasbourg, 23.06.2009 –The Council of Europe Parliamentary Assembly (PACE), meeting in plenary session in Strasbourg, today voted in favour of restoring the Special Guest status of the Belarusian Parliament, which has been suspended since 1997, with a view to "engaging in political dialogue with the authorities" while supporting "the strengthening of democratic forces and civil society". This status, however, could only be granted “after a moratorium on the execution of the death penalty is decreed”.

It might seem strange to have so many dignitaries present for the inauguration of this “small” Information Point: the Slovenian Foreign Minister, in his capacity as Chairman of the Committee of Ministers, the Deputy Secretary General of the Council of Europe and myself, rapporteur on the situation in Belarus, as the representative of the Parliamentary Assembly.

 The Information Point, which is intended to inform Belarusians about Council of Europe activities and convey European values and standards, particularly in the areas of human rights, democracy and the rule of law, will be housed in the Institute of Journalism at the Belarusian State University.
It will be opened by Syarhei Martynau, Minister of Foreign Affairs of the Republic of Belarus, Samuel Žbogar, the current Chair of the Committee of Ministers and Slovenian Minister of Foreign Affairs, Maud de Boer-Buquicchio, Deputy Secretary General, Andrea Rigoni, PACE rapporteur on Belarus and Syarhei Ablameika, President of the Belarusian State University.

 Strasbourg, 18.02.2009 - The rapporteur on Belarus of the Parliamentary Assembly of the Council of Europe (PACE), Andrea Rigoni (Italy, ALDE), has said he will propose restoring Special Guest status to a delegation from the country's parliament - provided a mechanism can also be found to associate representatives of the extra-parliamentary opposition.

“In view of recent police brutality against journalists reporting about a peaceful demonstration in Minsk on 25 March 2008 and the subsequent harassment of many journalists by security forces of Belarus, I call on the authorities in the Republic of Belarus to return seized material to the journalists, launch investigations into such abuse, and train law enforcement authorities in respecting the fundamental right to freedom of expression of everybody in Belarus including especially journalists.
