The Jean Monnet Action is designed to increase knowledge and awareness about European integration by promoting teaching, research and debate on European Union matters (including the EU's relations with other regions in the world and the dialogue between peoples and cultures). The Jean Monnet Action is aimed exclusively at higher education institutions (university-level institutions). Such establishments must be formally recognised in their country of origin (have a proper legal status) before they can participate.

The Ministry of the Interior of the Republic of Lithuania acting as the Joint Managing Authority of the Latvia, Lithuania and Belarus Cross-border Cooperation Programme within the European Neighbourhood and Partnership Instrument 2007-2013 (further of – ENPI CBC Latvia-Lithuania-Belarus Programme) announces the 1st Call for Proposals for cross-border actions to be funded by the European Union as of the 15th of December 2009.
